Following receipt of the appended letter from the Turkish Grand National Assembly, a number of members from both British Houses of Parliament have discussed the matter raised by Turkish Parliamentarians and decided to send the following response to the Turkish Grand National Assembly on the occasion of Holocaust Memorial Day 2006.

RESPONSE TO THE TURKISH GRAND NATIONAL ASSEMBLY’S LETTER DATED 28 APRIL 2005

We are responding to the letter to the British Houses of Parliament contesting the integrity of a British Parliamentary Blue Book published in 1916, signed by Members of the Turkish Parliament in April 2005 (?the letter?)

According to the letter, the report in question, ?The Treatment of Armenians in the Ottoman Empire 1915-16? (?the Blue Book?) was a wartime fabrication, which harmed Turkish interests during World War I and continues to do so today. The central thesis of the Blue Book was the argument that starting in 1915 Armenians were subjected to a policy of mass annihilation in the Ottoman Empire. The letter claims that the Blue Book was the source of allegations that the massacres and deaths of Armenians during the forced deportations of 1915-16 constituted a Genocide, which the letter says is untrue.

The letter says that:

1. the 1916 report has no supporting documentation;
2. the report is contrived in essence, and
3. the main compiler and editor of the report admitted that the Blue Book was simply a propaganda tool fabricated against Ottoman Turkey and its German allies.

The letter insists that the core of the Blue Book was a set of eyewitness accounts which were unreliable, and that the work was composed in such a way as to conceal the flawed character of these key reports. It maintains that withholding the names of some informants and locations, supposedly to safeguard sources still in the Ottoman Empire, was in reality, to conceal the weaknesses of the reports themselves.

We are satisfied, from our knowledge of the Blue Book itself and of many other contemporaneous accounts by eyewitnesses which have since been published, and from consideration of the following report from the Gomidas Institute (UK) that:

1. the Blue Book was compiled from first-hand testimonies which were scrupulously reported by the distinguished editor, Arnold Toynbee;

2. the supporting documentation is readily accessible, a point overlooked in the letter;

3. Arnold Toynbee did not say that the Blue Book was flawed as claimed by the letter;

4. the letter wrongly asserts that the War Propaganda Bureau was the sole source for all information regarding the situation in the Ottoman Empire ? there were hundreds of neutral consular officials and missionaries;

5. the reports by neutrals have been reinforced and corroborated by other United States and German consular reports, now in the public domain, and by numerous accounts in the diaries and letters of survivors;

6. the sources of the 150 eyewitness accounts published in the Blue Book were not discovered recently in a War Propaganda Bureau document, but have been known and published for many years.

We do not believe that the letter reflects opinions of Turkish scholars who know this subject; on the contrary, it shows that the Turkish Parliament is not properly informed about the Blue Book. We invite them to a round table discussion, with our academic advisers, in the hope that we can formulate a common statement on the historical facts, and in the meanwhile we invite them to withdraw their letter to the British Houses of Parliament, in the light of this Response.

Armenian and Azeri Teams May Meet without Fans Presence

/PanARMENIAN.Net/ “If Azerbaijan’s team had played better in the selection group round of the World Championship, it would not appear in the same basket with the Armenian team. Our football players played a weak game, thus we fell into the same selection group with Armenians. This happened for the first time during past 15 years,” said former president of the Association of Football Federations of Azerbaijan (AFFA) Fuad Musayev. He stated it when commenting on the casting of lots of the selection round of the European Championship 2008 that took pace in Switzerland. Having indicated that playing matches between teams of Azerbaijan and Armenia in a neutral field is impossible, Musayev said it was rather possible for the meetings to be held in Baku and Yerevan in closed stadiums, without fans’ presence. “I cannot recall the UEFA admitting holding a match in a neutral field. I suppose if an UEFA national association requests to hold a match in a neutral field, it can result in application of sanctions. This is not politics, but football. If you can, play and win! There is nothing extraordinary if the state leaders meet. We are “lucky”, what can we do?”

In his turn former senior coach of Azerbaijan’s team Vaghif Sadygov said the Azeri team can play as equals with that of Kazakhstan, Finland, Armenia and Belgium and the match with Armenian football players will be the most important one. “If we were able to win a victory over them at the level of clubs, then we should do the same at the level of national teams. Much work should be done to that end. I believe we will gain a victory over Armenia’s national team. With Allah’s help our team will win and will make its fans happy,” he stated, reported APA agency.

U.S. company signs agreement to tap Armenia’s uranium reserves

The Connecticut-based Global Gold Corporation (GGC) announced on 25 January it has acquired the rights to prospect for gold and uranium ore at a location in Armenia’s northeastern Gegharkunik region, RFE/RL’s Armenian Service reported on 26 January. Soviet-era surveys of the district found evidence of several radioactive substances, including uraninite (uranium oxide). GGC will conduct further exploration before mining begins; the uranium ore will probably be processed in Armenia.

Pashayev Told US Congressmen “Truth” on Destruction of Armenian Monuments

This in its turn has a positive impact on efforts to settle it,” Azeri Ambassador to US Hafiz Pashayev stated in an interview with journalists. He remarked the US-Azeri relations are at a high level and keep developing. These relations will further strengthen after the visit of Azeri President Aliyev will pay to the US, he emphasized. As for US Congressmen’s suit over destruction of Armenian monuments in Nakhichevan, Pashayev called it idle talks. “This is nothing but idle talks. After we told them the truth about Azerbaijan, the things cleared up,” the diplomat insists, reported Day.az.

Lombardia Italian Region Adopted Armenian Genocide Resolution

/PanARMENIAN.Net/ January 24 the Parliament of Lombardia region, Italy passed a resolution, according to which the Genocide of a million and a half Armenians, which is considered the first ever genocide, should also be mentioned on the Genocide Commemoration Day. Earlier Lombardia recognized the Armenian Genocide in Ottoman Turkey in 1915, reported the Yerkir newspaper.

FIRST MEETING OF THE RA AND NKR MINISTERS

Today the RA Foreign Minister Vardan Oskanyan received the NKR newly appointed Foreign Minister Georgi Petrosyan.

During the meeting which was held in a friendly atmosphere the sides exchanged thoughts about issues of mutual interests. The Ministers referred to the course and the perspectives of the settlement of the Karabakh conflict.

A special reference was made to the development of cooperation between the Foreign Ministers of the countries.

Kocharian: Armenian Army – Strongest Structure of Our State

/PanARMENIAN.Net/ Today Armenian President Robert Kocharian addressed the nation with a congratulatory message on the occasion of the Day of Armenian Army, RA leader’s press service reported. The message says in part, “Dear compatriots I congratulate you on the day of Army. Today the Armenian Armed Forces perform their patriotic mission with honor. They are the guarantors of security of our people and peaceful development of our state. Thanked to them the balance of forces in the region is maintained. The Armenian army is the strongest structure of our country, which played the key role in the formation of our independent state. The army was formed during the Karabakh war with the effort and will of our people. I congratulate you on the day of the victorious and liberation army. I wish our military good health, competitive spirit and success for the glory of our nation.”

OPEN LETTER

Here goes the open letter to anyone, who can anyhow help in the problem against destrying of Armenian Cultural Monuments in Nakhichevan by Azerbaidjiani governement.

Мы, представители армянской общественности, с глубокой болью и возмущением восприняли информацию о разрушении последних хачкаров в районе Старой �”жуги в Нахиджеване, где несколько десятков азербайджанских солдат, вооруженные молотами, лопатами и тяжелой техникой принялись громить уникальные средневековые армянские хачкары, надгробия и памятники, сохранившиеся в этом уголке исторической Армении. Исходя из того, что хачкары �”жуги (�”жульфы) являются памятником не только армянской, но и общемировой цивилизации, находящеимся под защитой ЮНЕСКО, мы призываем мировую общественность обратить внимание на этот акт вандализма по отношению к общечеловеческому культурному достоянию.

�’ то время, как мировое сообщество предпринимает усилия по примирению двух народов, данная акция вандализма, санкционированная высшими чинами в �’аку, еще раз демонстрирует истинные намерения руководства Азербайджана - довершить этнические чистки автохтонного армянского населения Нахиджевана культурным геноцидом и уничтожением остатков армянской цивилизации на этой части исторической родины армян. Азербайджан проводил аналогичные акты вандализма и армянофобии на протяжении всех 70 лет коммунистического режима, когда армянские хачкары методично ломались или вывозились с исконных мест. С приобретением независимости, Азербайджан с особым усердием продолжает стирать следы армянства на своей территории. �’ 2002 году, благодаря совместным усилиям Армении и ЮНЕСКО удалось приостановить окончательное уничтожение хачкаров �”жуги (�”жульфы). Однако Азербайджан продолжает свою политику культурного геноцида, грубо нарушая свои обязательства в рамках ЮНЕСКО. Особую обеспокоенность вызывает то обстоятельство, что во всем Азербайджане не нашлось ни одной общественной организации или представителя интеллигенции, который бы публично осудил действия руководства страны. Подобный цинизм и безраличие азербайджанской общественности к уникальному средневековому памятнику вызывает шок. �’ условиях подобной слепой ненависти ко всему армянскому, не может быть и речи о доверии к Азербайджану и к азербайджанской общественности, а любые призывы в деле примирения двух народов задействовать народную дипломатию звучат цинично и вульгарно.

Настоящим письмом мы обращаемся к международным организациям, к представителям интеллигенции, к людям всех национальностей с призывом публично осудить акт вандализма властей Азербайджана по отношению к средневековому армянскому кладбищу �”жуги (�”жульфы) в Нахиджеване. Просим ЮНЕСКО и другие международные организации оказать содействие вывозу остатков хачкаров в Армению, где они будут надежно защищены от рук варваров. Мы также призываем здравомыслящую часть азербайджанского народа обратить внимание на данный акт, осудить и призвать официальные власти своей страны немедленно остановить вандализм.

ENGLISH
We, the representatives of the Armenian community, have been deeply offended and indignant at receiving the information about the extermination of the last khachkars (cross-stones) in the region of Old Jugha in Nakhichevan, where around a hundred of Azerbaijani soldiers armed with hammers, spades and heavy machinery started the destruction of the unique medieval Armenian khachkars, tombs and monuments preserved in that corner of historical Armenia. Taking into account the fact that the khachkars of Jugha (Julfa) are a heritage of not only Armenian, but also the world civilization placed under the protection of UNESCO, we appeal to the world community to pay attention to this act of vandalism towards the universal cultural property.

While the international community is making efforts to reconcile two nations, the present act of vandalism sanctioned by the officials of Baku demonstrates once again the real intentions of the Azerbaijani government – that is to finalize the ethnic cleansing of the autochthonous Armenian population of Nakhichevan by a cultural genocide and extermination of the Armenian civilization remnants in this part of the historical motherland of the Armenians. Azerbaijan has been conducting similar acts of vandalism and Armenophobia during all the 70 years of the Communist regime, when the Armenian khachkars have been systematically ruined or removed from their original places. After having acquired independence, Azerbaijan with a new zeal continues the annihilation of the Armenian traces on its territory. In 2002, owing to the joint efforts of Armenia and UNESCO, it became possible to stop the final extermination of the khachkars of Jugha (Julfa). However, Azerbaijan continues its policy of cultural genocide in gross violation its responsibilities within the framework of UNESCO. Not a single organization or a representative of the intellectual circles in the whole Azerbaijan has publicly condemned the actions of the country’s government, and this fact raises a particular concern. Such cynicism and indifference of the Azerbaijani society towards a unique medieval monument is quite shocking. In the state of such a blind hatred towards all Armenian, there can be no words about trust towards Azerbaijan and Azerbaijani society, thus all the calls for the reconciliation process of the two nations to enable the civil diplomacy sound cynical and vulgar.

With the present letter we appeal to the international organizations, to the representatives of the intellectual circles, and to the people of all nationalities in order to publicly condemn the act of vandalism of the Azerbaijani authorities towards the medieval Armenian Cemetery of Jugha (Julfa) in Nakhichevan. We are urging UNESCO and other international organizations to support the removal of the khachkars remnants to Armenia, where they will be protected from the barbarians. We also appeal to the sensible part of Azerbaijani people to pay attention to the present act, condemn it and call the officials of their country to immediately stop this vandalism.

Noi, rappresentanti della societa’ civile armena, con profondo dolore e disgusto abbiamo appreso che alcune decine di soldati azerbaigiani, armati di martelli, vanghe e ruspe, si sono introdotti nel cimitero armeno di “Staraja Giuga” nella provincia del Nachigevan in Azerbaigian, e hanno sistematicamente distrutto gli “hatchkar”, monumenti armeni medioevali unici, insieme con le relative lapidi e tombe, che fino ad ora erano stati preservati in quest’angolo dell’Armenia storica. In considerazione del fatto che gli “hatchkar” di Giuga (Giulfa) sono parte non solo della civilta’ armena, ma anche di quella mondiale, sotto la protezione dell’UNESCO, ci appelliamo all’opinione pubblica mondiale affinche’ rivolga la sua attenzione a questo atto vandalico perpetrato contro il comune patrimonio culturale dell’umanita’.

Mentre le organizzazioni internazionali si sforzano di proseguire nell’opera di risoluzione del conflitto tra i due popoli, questo atto vandalico, commesso con l’approvazione delle alte autorita’ di Baku, dimostra ancora una volta in maniera evidente le reali intenzioni del Governo azerbaigiano, vale a dire perpetrare pulizie etniche contro la popolazione armena autoctona del Nachigevan, attraverso il genocidio culturale e la distruzione delle vestigia culturali armene, proprio in questa parte della patria storica degli Armeni.
L’ Azerbaigian ha ripetutamente commesso atti simili di vandalismo e di armenofobia durante l’intero periodo del regime comunista, per settanta anni gli “hatchkar” armeni sono stati sistematicamente distrutti o rimossi dalle loro sedi originarie. Dopo la conquista dell’indipendenza, l’Azerbaigian ha proseguito con rinnovato vigore nell’opera di cancellazione delle tracce di presenza armena dal suo territorio. Nel 2002, grazie agli sforzi congiunti di Armenia e UNESCO si era riusciti a fermare la distruzione degli “hatchkar” di Giuga (Giulfa). Ma l’Azerbaigian prosegue nella sua politica di genocidio culturale, violando pesantemente i propri impegni presi di fronte all’UNESCO. E particolare sgomento suscita il fatto che, a condanna delle azioni del Governo del proprio Paese, in tutto l’Azerbaigian non si sia levata la voce di nessuna organizzazione sociale, di nessun esponente culturale. Un tale cinismo ed una tale indifferenza dell’opinione pubblica azerbaigiana nei confronti di un monumento medioevale unico nel suo genere, non puo’ che risvegliare in noi repulsione.
In tali condizioni di istigazione all’odio per tutto cio’ che abbia origine armena, non si puo’ nemmeno porre la questione della fiducia nei confronti dell’Azerbaigian e del suo popolo. E ogni richiamo alla pacificazione tra i due popoli che voglia far leva sulla diplomazia popolare suona scorretto e cinico.

Con la presente lettera ci rivolgiamo alle organizzazioni internazionali, ai rappresentanti culturali, alle persone di ogni nazionalita’ perche’ condannino pubblicamente tale atto barbarico perpetrato dalle autorita’ dell’Azerbaigian contro il cimitero armeno di Giuga (Giulfa) nel Nachigevan. Chiediamo all’UNESCO e alle altre organizzazioni internazionali di collaborare al trasferimento dei resti degli “hatchkar” sul territorio armeno, dove finalmente potranno essere difesi da tali aggressioni barbariche.
E ci rivolgiamo finanche alla parte piu’ ragionevole del popolo azerbaigiano affinche’ si riscuota e rivolga la propria attenzione a questi eventi, affinche’ li condanni ed esorti il proprio Governo ad interrompere immediatamente questa barbarie.

Wir, die Vertreter der armenischen Öffentlichkeit, haben mit tiefstem Schmerz und Empörung die Nachricht über die Zerstörung der letzten Khatschkaren (Kreuzstein) in der Stadt «Alt Jugha» in Nahitschewan ( Gebiet im heutigen Azerbajan ) gehört. Ein paar dutzend azerbaijanischer Soldaten, bewaffnet mit Hämmmern, Schaufeln und schwerer Technik haben angefangen die einzigartigen mittelalterlichen armenischen Khatschkar, Grabsteine und Denkmäler, die wie durch ein Wunder in diesem kleinem Winkel des historischen Armeniens bis heute überlebt haben, zu zerstören. Da die Khatschkare von Jugha (Julfa) zum Weltkulturerbe gehören, sie also nicht nur Denkmäler mit lokale Bedeutung sind und sich unter dem Schutz der UNESCO befinden, appellieren wir an die Weltöffentlichkeit: Helfen Sie, werden Sie aufmerksam auf diesen Akt des Vandalismus!

Während die Weltöffentlichkeit versucht die zwei verfeindeten Völker zur Versöhnung zu bringen,wurde diese vandalistische Aktion von der Regierung in Baku sanktioniert. Das demonstriert nocheinmal das wahre Vorhaben der azerbaijanischen Regierung, - nämlich die sog. “ethnische Säuberungen“ und Vernichtung jeglicher Spuren des armenischen Kulturlebens in Nahitschewan zu Ende zu bringen. Also, Kulturgenozid und Vernichtung der Überreste der armenischen Zivilisation auf diesem historischen armenischen Gebiet. Azerbaijan führte ähnliche vandalistische Aktionen auch in der Sovietära durch. Im Laufe des 70 jährigen kommunistischen Regimes wurden die armenischen Khatschkare massen- weise zerstört und wegtransportiert, - weg von ihren ursprünglichen Orten der Entstehung. Nach dem Zerfall der Sovietunion wurde Azerbaijan unabhängig und diese Politik wurde fortgesetzt, sogar mit noch grösserem Eifer. Ziel war, armenische Spuren auf jetzigen azerbaijanischen Territorium gänzlich zu löschen. Im Jahr 2002, dank den vereinten Bemühungen der armenischen Regierung und der UNESCO, war es gelungen, den Prozess der Vernichtung der Khatschkare von Jugha zu stoppen. Dadurch dass Azerbaijan seine Politik des Kulturgenozids gegen Armenier fortsetzt, verletzt es grob seine Verpflichtungen gegenüber der UNESCO. Sehr beunruhigend ist auch die Tatsache, dass in ganz Azerbaijan sich keine einzige Person zu Wort gemeldet und keine einziger diese Geschehenisse öffentlich kritisiert hat, gar ein Wort darüber gasagtn hat. Keine öffentliche Organisation, keine prominente Person aus Kultur- oder Politikbereich. Solcher Zynismus und Gleichgültigkeit der azerbaijanischen Öffentlichkeit ist schockierend. Unter solchen Umständen, wo alles was mit Armenien und Armenier zu tun hat, nur Hass weckt, kann keine Rede von Vertrauen zu Azerbaijan und zur azerbaijanischen Öffentlichkeit sein. Und jegliche Aufrufe zur Aussöhnung zwischen zwei Völkern durch „Aktivierung der Volksdiplomatie“ klingen vulgär und zynisch.

Mit diesem Schreiben wenden wir uns an internationale gesellschaftliche Organisationen, an Vertreter der Kultur und Politik, an alle Menschen, egal welcher Nationalität und bitten alle sich gegen diesen Akt des Vandalismus, (der gegen den armenischen mittelalterlichen Friedhof der Stadt Jugha (Julfa) in Nahitschewan gerichtet ist), zu aüssern. Wir bitten die UNESCO um Unterstützung bei der Ausfuhr von Überresten der Khatschkare nach Armenien, wo sie gesichert und geschützt werden. Wir appellieren auch an die azerbaijanische Kulturöffentlichkeit, diesen Akt des Vandalismus öffentlich zu verurteilen und an die Regierenden des Landes, sofort diese Aktionen zu stoppen.

Armenian Genocide.

All rights of Armenians to live and work on Turkish soil have been completely cancelled, with regard to this the government takes all responsibility on itself, and has commanded that even babies in the cradle not to be spared… Tell the officials that are to be appointed for that they must work to put into execution our real intent, without being afraid of responsibility. Please, send cipher reports of the results of your activities every week.” Talaat, Minister of the Interior (Memoirs of Naim Bey, London, 1920)

Armenian Genocide is one of the most tragic events in the history of all mankind. It took place in the period between the end of the 19-th and the start of the 20-th centuries, and the result was shocking: about 1.8 million of people cowardly murdered and hundreds of thousands deported from their native places. Actually the first genocide of the 20-th century was spread all around Turkey from Istanbul to Eastern Armenia aiming to desolate all the territory from the Armenians, who lived there for several thousands of years yet before the ancestors of Turks came here and formed the Turkish nation. The aim was to destroy anything related to the Armenian people, culture, language and traditions. Directed by ideas of panturkism and panislamism Turks realized a most awful policy with nothing of human reflection remained. After the World War I ended, all those tragic events were missed within all the other crimes of the War and numerous facts were not given valuable attention by the International society and the newly-formed League of Nations.

The notion of “genocide” was invented only after World War II by Raphael Lemken, a Polish lawyer of Jewish decent. His invention was based mainly on two tragedies of the XX century: the Genocide of the Jews in Fascist Germany and Genocide of the Armenians in Ottoman Empire. Soon the term was accepted by scientists, statesmen, politicians and all international organizations. As a result on December 9, 1948 The General Assembly of United Nations adopted the Convention on the Prevention and Punishment of the Crime of Genocide.

Nowadays “genocide” is defined as a policy, aimed to exterminate specific groups of people for racial, national and religious motives either directly, by way of killing, or through inflicting serious bodily and mental harm to members of the mentioned groups. The concept also involves deliberate infliction on the group conditions of life calculated to exterminate the groups in whole or in part; imposing measures which prevent births within the environment, i.e. in that particular group of people, forcible transfer of children from one group to another, etc.

The term “Armenocide” was formed in 60s of 20th century by Moussa Prince, a Lebanese Arab historian, who wrote: “Armenocide is the most genocidal genocide” (“Un genocide impuni. L’Armenocide” (An Unpunished Genocide: Armenocide)

Actually the Armenian Genocide was an effort to settle the Armenian Question, which took Turks too many years to solve. The Armenian question was raised first yet in 17th century and later from time to time in different international congresses: Western Armenia was called territory populated by Armenians, points of various international treaties concerning improving of live conditions for Armenians used to remain on paper, the words “Armenia”, “Armenians”, “Armenian religion, culture, language”, etc. were prohibited. The goal, that Turkish government had, was to completely isolate Western Armenia from its native population - the Armenian people. Yet in the close of 19-th century whole villages were completely destroyed, everybody killed. There are numerous facts proving that tragic events, such as the correspondence of different ambassadors in Armenia, statesmen, political leaders of Turkey within the reigning period of sultan Abdul Hamid II and after him during Young Turks government.

Not only Armenians got victims of those awful slaughters, but also Arabs, Bulgarians, Serbs, Greeks, and other Slavs. Massacres all around the territory of Turkey got some sort of usual thing, and no international participation assisted solving of that way of things.

On October 29, 1914 Turkey joined World War I, and now the internal and external conditions encouraged the Young Turkish triumvirate - Talaat, Enver and Cemal, to start the new phase of Armenian genocide. In 1914, with signature of the minister of interior Talaat, secret decrees were sent to the local governors for any preparation measures to be taken for extermination of the Armenian population from Western Armenia.

In the end of 1914 during a secret meeting the ideologist of “The Union and Progress Party” Dr. Nazim declared:

“The Armenian People should be destroyed to the roots, in order not a single Armenian be left in our country, in order that every name be forgotten. Now the war is under way. There will be no other favorable occasion like this. The interference of the Great Power and vociferous protests of the world mass media will remain unnoticed, and even if they get to know, they will face an accomplished fact, thereby the problem will be done with. This time our actions must be aimed to total extermination of the Armenians; it is necessary to destroy all of them, to the last man… I want Turks and only Turks to live on this soil and to be in full possession of it. To hell with the all the non-Turkish element, no matter what their nationality or religion is! Mevlan Zade Rifat, Turkie inkilabinin ic uyzu, Halep, 1929, s.89

And so they did. The population of the whole Western Armenia got victims of that slaughter, which lasted for about half a century, yet since tyranny of Abdul Hamid II, and during dictate of Young Turks, whose activity directed against the Armenian population of Turkey brought the genocide to a completely new stage, raised it to its peak. By 1918 almost not a single Armenian remained in Turkey. Thousands of people were massacred, burnt alive, cut in most awful ways.

After the World War I ended, Turkey capitulated, sanctions were taken against it. But the Young Turks were overthrown, and the new state took no responsibility for what had been already done.

Nowadays Armenia has only 1/10 of the territory of historical Armenia. And till now after all these years past, the Armenian genocide, the Armenocide is not recognized by Turkey yet.

Karel De Gucht and Russian MF Discussed Karabakh Conflict Settlement

/PanARMENIAN.Net/ OSCE Chairman-in-Office Karel De Gucht met in Moscow with Russian Foreign Minister Sergey Lavrov. During the meeting the parties referred to the Karabakh conflict settlement as well. Karel De Gucht briefed on the meetings he held in Armenia and Azerbaijan and said the desire to settle the problem is observed in both states though the parties disagree on the “territorial issue”. To remind, when in Baku the OSCE CiO stated, “If the Presidents of Azerbaijan and Armenia reach agreement the OSCE is ready to assist in deployment of peacekeeping forces in the Nagorno Karabakh conflict region as well as in settlement of other problems including the issue of the Armenian-Turkish border. However before the OSCE starts assisting the conflicting parties certain progress should be achieved in France. I am hopeful for it.” In his words the situation will be progressive when the armies are replaced by peacekeeping forces. Armenian and Azerbaijani Presidents Robert Kocharian and Ilham Aliyev will meet in the castle of Rambouillet situated 50 km from Paris where French President Jacques Chirac usually holds important meetings with leaders of various states, reported RFE/RL.
